I found that doing both of the following fixed it for me. (Samsung SM-J727V ) 1) clear data & cache for com.sec.epdg as others said, 2) set most of my "remembered" WiFi connections to "Forget", thus clearing most of the cache there. Side note: booting in SafeMode allowed me to operate...
