Knox was the culprit. After uninstalling both Evernote and Photo Editor, I still had the problem. I clicked and held the error message and a little black box with "App Info" appeared. Clicking on that black box allowed me to turn Knox off and clear the app's cache. No problems since.

Just started happening to me too on a Note 3. I have recently done an Evernote update and installed the photo editor from Samsung. The switch between wifi and cellular network seems to trigger it. I'm going to uninstall both and see what happens.
