Do you have any VPN software installed (Cisco VPN is what caused it for me)? This bugged me for years on my S5, until I got so sick of it that I systematically removed apps until the problem ended.

I tried out the suggestion in the latest post, with the manual (not scheduled) option, and it doesn't conveniently fail...the S5 called my bluff, and despite wiping the cache multiple times, it is still upgrading to Lollipop. I had brought it into the shop to get it downgraded manually too...
