Notification area shows "talk back is activated". Galaxy S3 running 4.1.2. I have unchecked "Show notifications" plus clicking "force stop" and cleared data and cache. I have also done force stop on google tts and samsung tts. I still have that stinking hand at top of screen. What else can...

My galaxy S3 doesn't tell me when the battery is charged. How do I fix that When my S3 is charged it does not give me a notification, does not show the battery charged screen and the red led stays lit. I can't find any setting in settings that concerns this problem.
