ok so i fixed the problem. Fido and Rogers it were both no help, even though all they had to do was advise me to fix the ASN names and values.

I have an unlocked s2 LTE. After updating my phone from 2.3 to 4.1 (gingerbread to jelly bean) my data stopped working, even though I can still place texts and calls. I tried a battery pull, removed and replaced my sim card, yet nothing has fixed the problem. Also, in the about phone section...
