I have the developer edition and am on 4.3. Power saver is gone on the main notification shade and has moved over to the quick settings portion of the notification shade. It only shows up on the main notification shade if it's enabled.

Try bumping up min CPU frequency from 100Mhz to 200Mhz and try a different governor (I use interactive). Sent from my NS4G running CM7

I'm running the stock rooted GWK74 update with Matr1x7 and just purchased some M&Ms on Google's dime. It was extremely easy and worked like a charm. Man, I could get used to this. The lady behind the counter gave it a, "WHOOOAAA, COOOOL". She was definitely a stoner.

IMO, I'm kinda thinking it's fake. The green indicator bar on the power widget instead of blue seems like this is more of theme rather than ICS. Google would address the color change of a stock widget, custom themes might miss minor details like that. Just my opinion.

I'm debating on jumping to oxygen from my deck\matr1x combo (which has also been getting 16 hrs with moderate use). I'm hearing nothing but good things about oxygen, but I really haven't had an issue with deck's ROM other than the signal text just sitting at 85 dBm (which is a reported bug)...

My guess.......I'm betting that it's just a .bat file or some type of script to run the same process as a manual update, nothing fancy. Probably something like, wipe cache, wipe delvik cache, install update.zip from SD, then reboot. This is just my guess. You will probably have better luck...

Mine is definitely worse. Went from a solid 1-2 bars to 0-1 on 3G. Wifi get's better speed but signal is definitely weaker. Oh yeah, and I have an Airave that my phone connects to about 50% of the time, which worked flawlessly before the update. This is my 2nd NS4G with this problem. And...
