Look in your apps section of your phone and see if you have 2 settings. 1 looks like a gear and the other looks like a shield. I force stopped the one that looked like a shield
I had this same problem and after a day of searching I saw that I had 2 Setting App. I force stopped the one that looked different from my normal settings app.
