Workaround: Power on the phone whilst charging. This works for me on Nexus 6, 6.0.1 (with latest updates as of 2016-05-03). The caveat is, if you then reboot the phone when not charging, the phone will "forget" that it has this ability and appear not to charge when powered on anymore. Stupid...
