I'm on T-Mobile w/Galaxy S3, but I was getting the same problem [Service State: Radio Off] this morning. Pulled my battery, waited a few seconds, powered the phone back up - now it's fine. Just rebooting had not fixed it.

I turned on USB Debugging, connected phone to PC w/USB, ran the START_ROOT.bat file and it all worked fine, took a few minutes. All I had to do was follow the prompt to unlock the phone. Checked with a couple apps and the root worked. :) Of course, I had been annoyed to find that the update...
