Looking at the Posts this is a Carrier issue with AT&T not Samsung. Certain OS changes are made for specific Airtime Providers, Carriers, Retailers and for Google etc: The fixes I mention should solve your problems, BUT I stress that here in Europe the function works fine on my devices.......
