update!! now i am able to download with the samsung browser, but not from password protected websites like work email. i have not changed any settings to cause it to start working. i am still able to download from the password protected sites if i use chrome. B. Diddy, to answer your question...

Sorry for the delay. Phones all bought at best buy, sprint service, smart switch from s5's, all updates applied. They do have storage permissions I have also cleared samsung browser cache. No luck.
