Doh, found it. Missed it at the top of that menu, thought it was down with the other secure lock menu area. Thanks for the help.

Ecm; no such menu tree. Only thing I got is: Settings > Lock Screen and Security > Secure startup. Toggle secure setup on/off. No option to disable the factory lock. There USED to be, because I remember looking this up eight months ago and disabling it but it now appears to be gone.
