I ordered mine on 2/17 and it also says 2-3 weeks by 3/7. However, I just spoke to Google Customer Service via chat. The rep informed me that the 16GB Black Nexus 5 was backordered, and didn't have a specific date of when they would be getting more. Hopefully its before the end of February.
