After I activated Safe Mode, I was able to toggle permissions for apps on and off normally, and that seems to have solved the problem. Thank you all for your help!

Sorry for the late reply! I went to the Draw Over Other Apps menu under the Special Access section in Settings, but every time I try to toggle an app's "Draw Over" privileges off, the toggle doesn't respond.

I just double-checked to make absolutely sure, and I do not have any third-party filters or notch-hiding apps downloaded at all.
