Yes, Sense 5.5 is available for HTC Sense 5 devices. I'm running it on my HTC One (International - M7UL) at the minute. The software version is 3.62.401.x The official update should be rolling out to handsets pretty soon if you don't already have it. Depending on carrier, country, etc. :)...

you could maybe try an app called Clean Master. I use it a lot and its pretty helpful (tho I am rooted) I dont think Clean Master requires root for most tasks. Can't harm trying it out tho :)
