Both tablets have 32GB+32GB (mostly empty as they are new) storage. Memory is 2GB. Note that the problem persists on the second tablet even after "device care" optimize process is at 100/100.

Maximum power saving sets the CPU to 70% as well as other downgrades, but for the heck of it I tried it anyway. No improvement.

I'm not aware of high performance mode; where do I find that? If you're referring to the "maximum" I mentioned above, that was "maximum power saving," sorry for any confusion.

Power saving on both tablets is set to "Optimized - Get the recommended balance of performance and battery life." The alternatives (not selected) are Medium and Maximum, so I'd have to assume Optimized is as close as I can get to a setting of "Off." Adaptive Power saving is also turned off on...
