I am having MAJOR issues with my 2013 Outback. My Jaybird X2s work great. I have a black S8+ on Verizon and a 2013 Outback Premium. What is your setup?

I have this plan and never known if we can use our phone as a mobile hotspot or not. I was thinking that it cost extra with this plan. Can anyone confirm or tell me what the case is?
