I use OneNote for work (I have a Surface 3 that I take hand written notes on in meetings) and found that OneNote doesn't work at all on the N beta. The app shows the launch screen but immediately fails. Uninstalling and reinstalling didn't help either.

The adb option doesn't wipe the device--that's why I did it that way instead of using the factory image. Posted via the Android Central App

I had that happen too, I restarted the phone and did everything from the console again and it worked the second time. Just make sure your computer sees the phone in adb and that you followed the steps to have have full access to the phone debugging. Posted via the Android Central App
