There is a black icon with a white message bubble inside the icon. I can move it around but I can't get it off of my screens. Please help

I installed a QR reader app on my J3 mission. It pops up , allow QR reader to take pictures and record video. Then you have the option to deny or allow. When I touch allow it does nothing. Now it's telling me to go into settings and enable the cameras permissions that is required for scanning...
