I figured it out. Because tab 4 has multiple users you have to go into each user (including restricted users) account and Uninstall it in each account before it disappears from storage.

On my galaxy tab 4 I have about a dozen apps(mostly games) that I have uninstalled but they are still listed in the application manager with a note next to them saying "not installed". They are eating up about 1.5 GB of storage space. I've tried reinstalling them and uninstalling them again, but...
