Tried clearing the cache partition, it didn't help. I ended up having to do a factory reset. Now that I restored my phone, it works great.

Why would they disable the UI tuner? My main issue is that the clear button does not work for getting rid if notifications. I can't swipe them or click on them either. They just pile up in my notification bar. I have restarted the phone multiple times. I am having other random issues as well...
