I've tried to downgrade my 2012 N7 to Kitkat using Nexus Root Kit, and it wouldn't go past the white Google logo. I then tried using the Android Studio program, but fell down at the step where you move the factory image into the Platform Tools folder, because there is no Platform Tools folder...
