Per that thread, I disabled my Verizon Cloud and it seems to have fixed the issue for now.

The latest version of Google Play Services (9.2.56) is broken. Causing all sorts of problems. I tried downgrading but it won't even let you run it unless you are on the newest version. Waiting on Google for an answer...
