Hopefully this is the same subject, but I have been frustrated with the screen timeout on my Samsung s7, I would change it to 1 or 3 minutes, but once I turn the phone off... it goes back to default of 15 seconds. Today, I spent a lot of time on the phone with AT&T, and the following solution...

Found a temporary repair for this now: Go to: SETTINGS>MOBILE NETWORK>MOBILE DATA>THEN UNCHECK THE BOX WITH "ENHANCED LTE SERVICE... It is not the landline service, it's a Samsung glitch, and they will be sending out some update on this eventually. Hope this helps you out!

I am having the same issue(it did work properly at one time), when calling my landline(Comcast) using my Samsung s7 cannot leave a voicemail. Landline carrier is blaming AT&T, and AT&T mobile carrier is blaming landline service. Sorry I don't have an answer, if I find a solution I'll let you...
