I think I finally fixed my issue. I disabled the Play Store's auto update function and the Google App's auto sync options. I did this three days ago and I've had no wifi issues since.

For anyone with this problem try disabling Google+ and if you're on Verizon try disabling Verizon's cloud app or any other equivalent services.
