The phone is rooted and has been factory reset although it doesn't work like it did. There is malware or a virus now it the operating system.

I had a similar problem. I deleted all of my apps, removed the sd card, did a factory reset and still get pop-ups. Somehow it is installed on the operating system and seems to be there forever. Good luck getting a solution.

yes. I rooted the phone and took an app out that I shouldn't have but don't know what it is. I only removed one but it was essential to seeing the screens. I can get into settings through the drop down so I can see what apps I have and I can get to the play store through some adds that appear...
