How do I do a partition wipe? and what does that do?

On my Razr M when I try downloading any app that's like .99 MB it says Insufficient Storage App or when I try downloading something on the internet it says that I'm out of space and that I should delete some apps. I have 3.15 GB left on my phone and I have a MicroSD Card with 14 GB left on it...

So I recently bought a 16GB SD Card and I found out that there is no option to transfer apps to the SD Card. Is there any possible/other way to move apps (such as games) to the SD Card without rooting or anything like that? My Android verions is 4.1.2.

Thanks for the information! Is there anyone I can get the GBs back in any way? I only have a couple small apps installed and I've tried cleaning files and the most I have gotten was about 2.95 GB. How do I check the OS or see how much memory it is taking?

On my Droid it says that my total space is 8gb but it only shows that 3gb is available. Can someone tell me why I can't use all the 8gb to download things and such?
