It's your router. I had the same problem. I upgraded to a Netgear N600 from a Belkin N150. It works great now.

Turns out m problem was my router. I had a Belkin N150. It was transmitting at 1Mbps on my phone. I bought a new router, NetgearN600, and now it's transmitting at 36Mbps. I'm having the same problem. Sometimes it works fine and sometimes it's super slow. Called verizon and they said it's my internet provider. Other phones and tab work fine on my router.
