Each carrier has their own system for voicemail. If you use a voicemail app for your phone, it might not work with MetroPCS (even though they are owned by T-Mobile). You'll probably want to contact MetroPCS for assistance on this one.

I don't think Hangouts is considered a SMS app. On my phone, I go to Settings > Apps > (gear in upper right) > Default Messaging App, and it isn't one of the options. You might also be able to search for "Default" to see this area.
