I used fastboot to re-install a new recovery then I use adb sideload (part of the android dev kit) to sideload a ROM from my PC to my phone and I was able to install a ROM that way.

I'm having the same problem as OP. I can sideload a ROM onto my One, but again it says it couldn't mount E:, but the installer continues to run and everything is fine until installation where my One just turns off. Can anyone suggest any solutions?
