You are correct - my old widget still left on the screen behaves now as you suggest. However, the stock Power Control widget behaves as you expect. One-touch on/off.

Came here to ask the same question. Pre-update it was available under "power" in settings. Turned off Wifi - sync - etc when battery level got down to whatever level you set it as (I think the default was 20%). Now it is not in the settings menu at all -- but still shows under quick settings...
