Do other phones have 3G in the same area the Optimus only gets Edge? There is a wireless setting that says something like 'use 2g networks only'. Make sure that is not checked. I think it is under the 'Wireless and Network' -> 'Mobile Network' settings.

Yes, of course. Edge is about 10 times slower (I think?). Set your phone to connect to 3g.

Call T-mobile and ask for technical support. Give them your phone's IMEI. It is probably not in their system, so they don't know you have an Optimus to OTA. This happened to me and my wife. Her phone was updated, but I had to call and link my IMEI to my phone number as an Optimus.
