Tried safe mode; didn't work. I really hope there's a way around this- I can't keep the phone if I can't get high speed data, and I'm past the 14 day return window.

My Nexus 5's battery just went (shuts off around 60%, and it only takes like 15 minutes of use to go from full charge to 60%, ) so now I have to replace my phone at a time when I really can't afford to do so. The 6P is my ideal choice, but I shouldn't spend that much on a phone right now.
