I had the same problem. Most probably one of your apps is responsible for it or calendar sync (that takes your volume down on meetings or busy days) Alternative SOLUTION: try to download a volume locker app.

ANOTHER SOLUTION: If the problem is not solve by looking into apps/calendar try to download an external app. Search for something like a: "Volume Locker". I have managed to solve this issue in that way.
