NOVA launcher supports wallpaper scrolling. You can turn it on in the Desktop section of nova settings. It even lets you reverse the direction.

If you turn on bluetooth on the phone first. Then turn on the headset, it will connect automatically. But once you turn off bluetooth on the phone, and then back on again you'll have to go into bluetooth settings and tap the paired device to connect it again. So yeah it is a pain in the ****...

Stas, I'm just curious, are you on a custom rom or stock?

might be caused by an unruly app. Boot the phone in safe mode and see if it still happens. Get into safe mode by tapping the menu soft key as the phone boots. If it doesn't happen (in safe mode) then an app is the cause. If it still happens then maybe a factory reset is in your future.

If not the connections optimizer then this is what you want. Go to settings/wifi and then press the menu button, then choose advanced. You can turn off Wifi timer there and make sure 'keep wifi on during sleep' is set to always.

go into System settings- under wireless and network settings choose - more settings/ mobile networks then turn off connections optimizer. Should solve your problem.

Not Meyerweb but I think this is what u want. To change permissions of a file using ES file explorer, long press the file you're working with and and scroll to the bottom of the menu that pops up. Select properties. Now you should see the change permissions button.
