The reason you may be noticing a difference in signal inside versus outside is that Verizon's new Xlte uses the 2.1 Ghz band as opposed to the old 700 Mhz band that Lte used. 2.1 Ghz has trouble penetrating buildings. The Note 3's radio was probably underpowered, my guess would be for power...
