This gave me fits all day. I tried a factory reset. No luck. Then I found this. https://code.google.com/p/android/issues/detail?id=17232 My sis's Samsung s2 had this problem before. But I pulled out her Sim card, put it back and restart the phone, the problem gone. Perhaps u can give a try...
