I have the same issue. It's not the unified daemon, restarting/ resetting doesn't help. It's a bug in the S-View cover and lock screen weather widget. This is doing the constant GPS polling. If you disable just that weather widget then the polling stops. The main weather widget is OK. Hopefully...
