Also discovered this today, with same behavior - something reinstall "Rooms" immediately after uninstall. That "something" appears to be Oculus. Force stopping "Oculus" and "Oculus Arcade" was enough to allow uninstall without reinstall , and it remains uninstalled even after phone restart...
