My Samsung would charge just fine through the same USB port and cable, so I just assumed... I'm also trying to figure out why the phone doesn't appear in Windows Explorer. I am using Win 8.1, 64 bit. When I first got the phone, I plugged it in to a USB port and it came up in explorer as a CD...
