Don't use that app myself but if other applications behave correctly then it sounds like it's time to complain to the Snapchat developers. Send them an email first and if you don't get any useful feedback then give the app a negative review in the Google Play Store.

Just be aware that based on usage the OS will randomly rearrange the order of the Favorites in the Phone app. Quite unfortunate that there's not an option to put them in the order you want and have it stay that way.
