Yesterday I searched when my DIAGNOSTICS didn't work. Found a reference to Samsung disabling it in Device Care to push people to Samsung Members. Surprise, today DIAGNOSTICS under Decice Care is working again. I will try to find the reference I used the other day.

SETTINGS ...DEVICE CARE...DIAGNOSTICS functionality has been turned off by SAMSUNG. If you want to run the DIAGNOSTICS, Samsung has forced users to use the Samsung MEMBERS App. Open the app, select SUPPORT, then you can run DIAGNOSTICS. Why? Because Samsung does weird stuff.
