I've had all those issues, can't answer a call, hang up or press keypad for 1 etc..I just found online about disabling S-Voice from the home button and in Developer Options removing all effects. Sucks but at the end of the day I need it to work. I can do without animations.

Did you ever find anything with the S4 or just got it swapped out? I have the funkiest behavior with mine and like you I come from the S3 and no way the screen should respond like this. Plenty of times I can't even end a call until it just hangs up on it's own because the screen doesn't respond
