FYI, for all M8 phones that have working LED Notifications, if you have not already done so, install Light Flow as it will allow you to keep the LED flashing indefinitely....GOOD LUCK!!!

I followed your instructions #1 then #2....it seems that if you let the native software install first before setting up your existing Google account which may contain 3rd party apps, the LED notifications work fine...as a check, I sent many messages to myself during the course of the native...

I got mine on 3/28/14...took it back to Verizon today when I realized the LED problem....all M8 phones in the store had the same LED problem...it seems that a patch may be needed
