Did you pull the thin box out that's stuck deep inside the top portion S10 box lid? It should be stickered on the other side of that.

Did you get it figured out? The chat notification wouldn't even come up for me on chrome. Used the Samsung browser to try to activate and the chat bubble showed up and within 5-7minutes my phone was activated. Even after phone restart my chat was still active.
