Only way is to root the phone, bypass the bootloader and reset the passcode.

Bummer, sounded like the Droid 4 for a minute, but needless to say but people LOVED the Droid 1, so go sell it on eBay for $100 or so.. That's your best bet ;]

There's no fix to this issue. It basically comes down to if the charger and your phone want to be friendly with one another. I've had similar issues with my Droid 4 wanting to install MotoCast every 15 seconds, when I have it installed already. Maybe I'll see if I can work-out an app to fix this...
