I have Android 6.0.1 and have turned on encryption, yet when I plug my phone into my PC with a USB cable all my files are readable and modifiable even though I have not logged into the phone. Is this how it should be?

The Life X2 has a fast charge feature and comes with a high amp charger. I don't need the fast charge. Will I extend my battery life if I use a slower charger?
