If I understand this right, you want the notification drop down WHILE using the phone, possibly in another app? Call me crazy, but I believe that apps like Hangouts do this for me.

Yes, when your phone is completely locked and the screen is turned off, all that will show is the flashing blue LED light in the top right corner.

Always on display only shows notifications from the stock android apps from Samsung. Weird, I know.
