3 days so far and the error has not returned. Solution worked for me but it was pretty annoying having to set up my phone again. Factory reset the phone and don't restore anything. You could try deleting apps one by one in safe mode, testing your phone after each app is deleted. But I don't know...

I posted the question and had to register to write a reply... I solved the problem by performing another factory reset but not restoring any back ups. Problem has not occurred yet and I am able to access the settings menu. Not sure what was causing the problem. Hopefully this helps anyone else...
