You need the latest hangouts update, version 2.3. It hasn't hit the play store yet, but you can find the link in an article from android authority. Do a google search with key terms: "android authority hangouts voice". That should take you to the page. (Sorry, I can't post direct links yet.)...

It's not just ICS. I had the s2 since it came out, and didn't have a battery issue until AFTER I manually updated my phone to jelly bean. It's taking FOREVER for the battery to charge. I've left it alone for up to 12 hours now, and it's barely at 83%. I can't trust the battery level indicator...
